CRISP is seeking proposals from qualified vendors to support implementation of Maryland Laws governing electronic health care transactions, including Chapter 791 and Chapter 790 (2021), and Chapter 615 (2025). These laws require Electronic Health Networks (EHNs) certified by the Maryland Health Care Commission (MHCC) to submit electronic health care transaction data to CRISP, the State Designated Health Information Exchange, for approved purposes, including participation in the AHEAD Model.
In alignment with MHCC regulations (COMAR 10.25.07), effective November 10, 2025, and in collaboration with stakeholders, CRISP has developed Technical Submission Guidance outlining requirements for submitting 837P and 837I transaction data.
Through this RFP, CRISP seeks a vendor to design and implement a solution that will:
- Collect transaction data from EHNs
- Normalize aggregate data into a centralized repository
- Provide transaction data in an agreed upon format to CRISP on a routine basis
The proposed solution must ensure the confidentiality, integrity, and availability of all data throughout collection, transmission, and storage. Please refer to the full RFP for more details.
