David Horrocks - President

Prior to joining CRISP, David Horrocks was Senior Vice President for EMR Initiatives in the Developing Enterprises division of Erickson Retirement Communities. David was responsible for the organization’s several startup ventures seeking to promote electronic medical records and health information exchange. David also served at Retirement Living TV, a startup television network for seniors currently in 30 million homes, where he was responsible for IT, HR, business process improvement, and the network’s web presence.

David previously served four years as Chief Information Officer for Erickson Retirement Communities, during which time he led the effort to deploy Centricity EMR to all of Erickson’s primary care providers. He subsequently extended electronic medical records to Erickson’s eight Skilled Nursing facilities and Rehab departments. David spent much of 2006 in a management rotation as the Associate Executive Director of Charlestown Community in Baltimore, which is home to 2,500 seniors.

Prior to joining Erickson, David was with Visalign, an IT consulting firm, where he focused on infrastructure technology and economic analysis of IT projects. He also spent five years as a technologist and department manager for AbiliTech, a nonprofit company providing technology services to people with disabilities.

David holds a B.S. in Engineering from the University of Pennsylvania and an M.B.A. from the Wharton School of Business. He and his wife Amy live in Maryland and are raising six children.

 

 

Daniel Wilt - Program Director, Regional Extension Center

Mr. Wilt is the Program Director for the Healthcare IT Regional Extension Center for CRISP. He brings more than 15 years of experience with implementing Electronic Health Records (EHR) and the healthcare background to lead the effort.
 
Prior to CRISP he was at CareFirst BlueCross BlueShield as an Enterprise Architect where he worked on the Primary Care Medical Home Pay for Performance and the payer based Personal Health Record initiative by helping to define the architecture and technology solutions. He was also a contributor to the company’s Healthcare IT policy and analysis along with the point for Health Information Exchanges in the Mid Atlantic region for the company
 
Previously he served as Vice President of Information Technology leading the Erickson Health technology initiatives for 5 years. He oversaw the implementation of EHR’s in the Ambulatory, Skilled Nursing Facilities, Assisted Living Facilities, Rehab, and Home Health lines of business. His team developed a personal health record system to provide secure web based access to the resident’s medical information.  He was the organizations HIPAA Security Officer and implemented administrative, technical, and physical controls to achieve compliance.
 
He is an author of many articles focused on EHR’s in extended care including the article co-authored in Journal of Health Information Management titled “Crossing Barriers” and a contributing author to the book “Understanding and Designing Your Active Directory Infrastructure.”
 
Mr. Wilt holds a B.S. in Business Administration from Drexel University’s LeBow College of Business and an Executive M.B.A. from Temple University’s Fox School of Business.

 

Scott Afzal - Program Director, Statewide Health Information Exchange

Scott serves as the Director of Health Information Systems for Audacious Inquiry.  He brings project management and systems integration expertise to CRISP, and has been deeply involved in the HIE planning activities that have taken place in Maryland over the last two years. Scott has also led the development of networked consumer health applications designed to give consumers access to and control over their own clinical health information. Scott's responsibilities also include establishing strategies for AI's growth in the health information technology industry.

Prior to joining Audacious Inquiry, Scott served as a Business and Systems Integration Consultant with Accenture, Inc out of their New York City office. Scott's clients while at Accenture include large education and healthcare clients in the New York City and State of Texas governments.

Scott holds a BSBA in business management from Bucknell University.  He is a triathlete and private pilot.

 

 

Cheryl B. Jones - Director of Outreach

Cheryl Jones joins CRISP with more than eight years experience in the clinical and operational aspects of the healthcare industry. Prior to joining CRISP, Cheryl was employed by Erickson Retirement Communities. Her roles included serving as a Six Sigma internal consultant and a Senior Business Analyst, reporting to the executive team. Cheryl was also responsible for the administrative management of the 170-bed skilled nursing and assisted living facility at one of Erickson’s largest campuses.

Earlier in her career, Cheryl spent nearly two years as a healthcare consultant with BearingPoint (now Deloitte). She completed projects at several hospitals across the United States, focusing on revenue cycle optimization and other financial issues. Serving as a BearingPoint consultant, Cheryl was instrumental in assisting the CDC with the Hurricane Katrina After Action Report. 

Cheryl holds a B.A. in Psychology from Spelman College and an M.B.A. and M.H.A. from the University of Florida. She has a background in human resources and has received her P.H.R. certification.
 

 

 

Kelley Hirsch - Executive Assistant

Kelley Hirsch joined the CRISP team as Executive Assistant in October 2009. She provides administrative support and project assistance for the President and other team members, and is responsible for managing the day-to-day operations of the CRISP office. Prior to joining CRISP, Kelley was employed by Erickson Retirement Communities as a Project Specialist with the Government Affairs department. In that role, her chief areas of focus included political outreach, corporate political contribution/PAC management, and regulatory analysis for development projects. Kelley is currently enrolled at BCCC where she is actively pursuing her associate’s degree in Business Administration. After graduation, she plans to pursue a B.S. in Finance at the University of Baltimore.
